Changing the order of the fieldsets in Step 2: Payment Information?

i'm trying to change the order of the fieldsets (the little boxes) on the PAYMENT INFORMATION page - after the shipping selection page.

current order is:
billing address
your total
discount coupon
payment method
special order instructions

i would love to move the discount coupon box below payment method.

This is exactly what I am trying to do, I have figured out it is located in the

tpl_checkout_payment_defualt.php

as

<?php echo $selection[$i]['fields'][$j]['field']; ?>
</fieldset>

But I cannot figure out what to copy over to move it all without breaking the page 2...anyone out there can assist?
