Sideboxes /banners relocting on refresh

I have 2 of the several sideboxes that are acting up and I don't know why. One of the sideboxes is suppose to be on the left-side and is Called BBB for Better Business Bureau it is supposedly on banner_box.php. my second sidebox the header box title is called checkout and is covered by banner_box2.php.

In the Layout box controller the left side box for BBB is checked as follows:
left/right column =on-
left or right colomn=left
left/right colomn sorter = 50
Single column sorter order =0
Single column status: off

In the Layout box controller the right side box for Checkout is checked as follows:
left/right column =on-
left or right colomn=rightt
left/right colomn sorter = 25
Single column sorter order =0
Single column status: off

The problem is when I refresh the page in my browser the two sideboxes keep moving around amongst each other, sometimes it's the same sidebox in both the left and right sideboxes.

Can anyone explain why and how to fix it. any suggestions or fixes would be greatly appreciated.

Very interesting. For the record, it's not the boxes that are changing places - it's the content in the boxes that's wonky. Sometimes it shows correctly, sometimes it shows the banner_box content in both boxes, sometimes the banner_box2 content in both, and sometimes the content is reversed.

Have you tried disabling one box and refresh several times to see if the other changes?

I disabled the BBB on the left side, Now I get them changing only on the right side.

Is it because they were built as banners that could be the problem?
