Configuration/Submenus in more languages.

Hello,

I want to make backend entirely in 3-4 languages. I already prepared all the files and I have the SQL dump for configuration menu for all languages I need. The question is simple.. how is better to implement Configuration menu/submenu/ translation changing when changing language in admin (and keep same configuration options)?

Same question stands for Country list, I need to change the translation for country list depending on frontend selected language.
