Tax Calculation on Delivery Costs as well as product

Modules Special pay for delivery package, 1.3.8a

Can't seem to do this with regular shipping modules in place either. Here is what is needed:

We want the delivery costs to be calculated in with the product tax. In orders words adding the product and delivery costs together before tax is applied. Is there a way to do this.

In the individual shipping modules you should have

Tax Class
Use the following tax class on the shipping fee.

Set it to taxable goods.

I can not find where to set that. I see no area to set tax on the shipping module.
