Cloned flat rate module not showing in Admin

I have cloned the flat.php using the directions from fairestcape.
It was a very straight forward process.
flat to flatone and FLAT to FLATONE
Both files, includes\modules\shipping and
includes\languages\english\modules\shipping

However the new (cloned) flat rate module does not show up in Admin.

I have made sure that the file permissions are the same as flat.php.
Cart is 1.3.8a with Silverfish template
v1.3.8 [2010-03-05 14:23:02] (Fresh Installation)

Can someone please give me a thought about a solution to this problem.

Problem solved. Note for others: I was using an editor that saved the file all on a single line and as a result PHP was reading it as a comment.
