IPN not sending Shipping Address in 1.3.8a

I have Paypal IPN working on 9 sites and just discovered that it is not transmitting, or PayPal is not receiving/translating the shipping address from my sites.

This has resulted in ZERO purchases being available for "Seller Protection"

This issue recently cost me $6,250 in reversed charges with no seller protection.

All sitea are running fresh installations of 1.3.8a

Is there a patch available to fix this? Do I need to upgrade to 1.3.9a to resolve this issue?

What am I doing wrong?

v1.3.9 adds some additional ability to handle that better when using the IPN method.
However, Express Checkout has always sent shipping address info across, thus resulting in the Seller Protection you mention.

I have never recommended that anyone EVER use the IPN method, apart from a couple VERY specific rare cases which don't apply to you.
The IPN method is based on old archaic paypal architecture and IMO is unreliable at best.

The Express Checkout module has always passed the shipping details along with the transaction.

I installed the express checkout earlier, however it seems to only work if the customer has a paypal account? Or have I done something wrong?

How can I check if my IPN is sending the shipping address to paypal?
