How to add a download button in product page?

Hi,

I like to add a download button in the product page. It allows user to download the user's manual.

My code:
<a href="includes/english/html_includes/sunflower/my_download.php?f=manual_a.zip">Manual Download</a>

I got permission denied error. What do I missed?
