Per page Meta tag over ride

Im having trouble creating an override for my client's specials page The page is at

http://www.tapeswell.com/decorative_tape/specials.html

and ive got the override defines as
define('META_TAG_DESCRIPTION_SPECIALS','Specials a description');
define('META_TAG_KEYWORDS_PAGE_SPECIALS','Specials, key, words');
define('META_TAG_TITLE_PAGE_SPECIALS', 'Specials title');

oddly, only the meta description define shows up on the page, but the title and keywords dont. Not sure whats preventing them from appearing correctly.

Thanks

Steve
