Upgrade done

Upgraded off a fully patch 1.3.8 to 1.3.9a to b .... a few small issues related to not transferring mod files completely, but really a good upgrade overall.

Two things of of annoyance, when I was using the fix_cache_key.php I got a server 500 error. I found the solution in the error log, the group permission for the file was set to write. It worked after setting group to read only.

The other was in the paypal express checkout. On the checkout page the paypal image was mia. Not even alt text. Checked with default template with same results, reviewed all settings on my site and paypal, nothing, pulled up the ipn_manage file, it read correctly. Finally looked at the site through page info in the media tab and for whatever reason the images for paypal were being blocked. Unchecked the block box and all is well.
