Upgraded to v1.3.9c - no postage option

I updated from v1.3.9b which was a fresh install to v1.3.9c this morning and now the following is missing from the product description page in admin section.

What needs to be done?

That is not part of Zen Cart v1.3.9c ... are you using an add-on that you need to merge files on?
