And line 1608 in includes/modules/payment/paypaldp.php

It's an easy fix to make if you're having problems specifically with it. Although I suspect that the number of persons affected by that one line will be minimal. Feel free to fix it for your needs.

It's fixed in v1.3.9f and future releases.
