New Install, Can't access Admin

New Install, Can't access Admin

I have

Installed 1.3.9c - no Admin access
Deleted everything on the server, deleted the DB.
Created a new DB, new name and user.
Reload 1.3.9c
Reinstall ZenCart
Still can't access Admin.

This has happened 3 times.

Setting up a store for my wife.

Any ideas?

I can see the log-in page.

I fill in the information

Press enter

I come right back to the Log In page
