Q: Different Tax rates for different countries. But can only ship to US and Canada

I want to configure my store so that everyone can order products. But i want to configure it so that the product are only shipped to US and Canadian addresses. People who try to ship the product abroad are denied. Because Im dutch I need to pay taxes over all products that are purchaged by EU customers. Other countries don't have to pay tax. How ca I realise this?

You create a "zone" for in Admin > "Locations / Taxes" for the US and Canada alone, and then In Admin > Modules Shipping, restrict your shipping to that zone.

But why wouldn't you just use Zen Cart's built in tax facilities to add the taxes and pass them on for non-US and Canadian customers?
