Credit Card - Offline Processing not available after upgrade??

Credit Card - Offline Processing not available after upgrade??

Just upgraded from 1.3.8a to 1.3.9d.
Under Modules > Payment I no longer see the option for Credit Card - Offline Processing.
Does anyone know how to bring it back?
