Cannot edit settings for Paypall Express Checkout module

I'm using zencart 1.38a and when i try to edit the settings for the Paypal Express Checkout module i just get a list of all the payement modules, nothing shows up on the left side of the screen to edit. It seems all the other modules are able to be edited but not this one.

Any ideas?
