My usernames cannot display slovak characters like ľ, š, č, ť, ž ?

Usernames in my e-shop cannot display slovak characters like ľ, š, č, ť, ž.
I tried everything, spent 3 days serching internet but, it still doesn't work for all characters and I'm getting "?".

I have ZC 1.3.9d.
My shop is not on yet so I can re-install ZC if it will be needed. Just tell me how let everything everywhere display all characters correctly.

Please help if you can.
