no subcatagories in catagory pages

I'm starting to bang my head against the wall as i cant figure out why, their are no sub catagory links on a main catagory page.

i'm working on my test site which is a brand new 1.3.9 shop with only a template mod, but it is running on the old database that i brought over on the upgrade. it's got me thinking it's a setting i have to turn on somewhere but i just cant find it.

this link goes to the body armor main catagory but there should be 7 sub directory links on this page but there is nothing

found it in admin/Configuration/product layout/Show SubCategories on Main Page while navigating it was set to off

i may not know what i'm doing but i know what i like to see when i search for an issue on these forums, nothing is worst then finding a a topic that was resolved but your not to sure how they resolved it
