403 forbidden access cant install at all :(

hi there .. just uploaded to my server and am getting 403 error
went throu all steps but still cant access the zc_install/index.php page to do the rest of it

any pointers

Would be nice to know if this was a Windows or Linux load.
What version of Zen Cart?
Installed in the root?
File permissions correct?
etc.
