I would like to ask, is there anyway for my customer no need to create paypal account during the checkout?
For my case, customer must have a paypal account during checkout.

I think it might depend on the country you're in, but here in the US, Paypal Express doesn't require customers to create a Paypal account.

With Zen Cart v1.3.9c or newer, customers do NOT need a PayPal account to complete payment with Express Checkout.
