On cart close popup

Is it possible to make a popup appear if the user has items on their cart and they decide to close the page or go to another domain? Basically a don't leave buy now and get 10% off sorta thing to get them to stay on the site and buy.

There's a discussion (but no answer) here:

I'll stand by my comments in my post in that thread.
