Email - HTML as default instead of Text Only on sign up

Is it possible to have HTML as the default option for newsletter and emails during sign up? I have looked through admin and searched here but can't find it.

I get a lot of people emailing me to change it so they can see pictures because they don't know the difference between those options.

So simple. I have no idea why I didn't see that... I looked in there!

Thanks heaps.
