13.9d ultimate seo url bug with bag store?

I just setup with 1.39d for my new clients but when ultimate seo url enabled and infomation page like contact_us.html not work correctly it is like this:
contact_us.html&zenid=77a711fb0afc665d0e4664288c696607

it is ok to change & to ? .

it work fine with my 1.39a store
but when i visit contact_us.html&zenid=77a711fb0afc665d0e4664288c696607
i got this:

Not Found

The requested URL /discount_coupon.html&zenid=b3542b22ce0033c1ebbf7bc84d4ddf18 was not found on this server.

change & to ? will solve it. it is because i setup site on vps? or do i wrongly setup the apache on the vps?
