Is Express Checkout "offsite payments"?

Is Express Checkout still offsite payments, thus having the same PCI properties as the IPN?

Yes, it is. Website Payments Pro (not free) is the only Paypal option that collects credit card details on your site.

Paypal Express is also recommended over IPN.
