How do I indicate customers who have tax ids and therefore should not be charged sales taz

I used to have the v1.12 of this module which finally stopped working after the last v1.3.9d upgrade. While checking this new update found that it was still using the old 2003-2007 functions_faxes.php file. There has been a lot of changes from there to v1.3.9d.

I'd be careful about using it.
