IF all of the Products in the Category use that categories_id as their master_categories_id then you could use Catalog ... SaleMaker ... and define the Restrictions as:
Top DENY
Category to include ALLOW

A Product belongs to 1 or more Categories ...
If a Product belongs to 1 Category, and that Category used the categories_id 12 ... then, if you edit the Product, it should list this Category as the Master Category and in the products table the master_categories_id would be 12 ... this could be viewed in the products table via phpMyAdmin to compare ...
Or, you can click on Copy and click the Multiple Categories Link Manager and you will see one of the Categories with a Yellow icon and all the others with checkboxes ...
If you use Linked Products, you will see the Categories that the Product is Linked to "checked" ...
SaleMaker Sales use the Master Category ...
If a Sale is set on Category 12, all Products that use Category 12 as their Master Category ID will be on Sale ...
If there are Products in Category 12 that do NOT use Category 12 as their Master Category ID, then those Products will NOT be on Sale ...
You can change a Product's Master Category ID by editing it and you will see a dropdown, if there are multiple categories that it is linked to, or if it is linked to an invalid Category ID ...
Invalid or missing master_categories_id will occure often on Products that are imported ...

thank you for your explanation.
i am beginning to understand a little bit now.
but how do i edit the master_categories_id for each product?
i still can't find it.
i used easy populate upload my product. and i checked that all product that is uploaded through easy populate have 0 as their master_categories_id. it is not good isn't it?

If you do NOT use Linked Products, where a Product belongs to ONLY 1 Category, then this is an easy fix ...
If you do use Linked Products, where the Product belongs to 1 or more Categories, then it is a little more difficult ...
Do you use Linked Products?

no. i don't use linked product.
how do i do the editing?
can i do it using the easy populate?
i mean can i just edit it in the table that is used in easy populate?
or i have to edit the product one by one? :(

If you do NOT use Linked Products, you can backup your database and then go to the Tools ... Store Manager ... and use the:
Reset ALL Products Master Categories ID
to be used for Linked Products and Pricing: Reset
Then use the:
Update ALL Products Price Sorter
to be able to sort by displayed prices: Update
This will assign the Master Categories ID of all of your Products to be the Categories ID that they are in ...
Then, it will up date the products_price_sorter which is a calculated lowest displayed price of a Product for sorting purposes ...
Unless you manage to fix something in your importing, you will need to do this each time ...
