Getting Error 500 When I try to access Banner Manager

I've never been able to access the Banner Manager. I installed 3 days ago. I've tried getting into the banner manager several times through out the installation process but have been unable to open it. Every time I click the Banner Manager link I get this error:

Self Hosted on Windows Server 2008

MySql 5.0.45
