COD enabled but not displaying at checkout

hi

C.O.D enabled in admin,with no zone specified,but this is the message on checkout

Sorry, we are not accepting payments from your region at this time.

new install of 1.3.9e

Are your products virtual or are they downloads ? For obvious reasons, COD won't work with products that aren't shipped.

thanks stevesh,had one product added that was downloaded,so wouldnt checkout with products for shipping
