Free shipping items issue

I am offering free shipping on some items to local buyers. I have activated the FREE SHIPPING module and it works perfectly for local buyers. However, when foreign buyers select only free shipping item, they see no shipping options. They should be presented with the zone shipping option (which works normally if they have non-free-shipping items)... How do I fix this?

You want shipping so that "some" products that are marked as:
Always Free Shipping YES

are the Products marked as:
Always Free Shipping YES

Free Shipping but only to US customers?

If so, then you need to customize some files ...

Does your definition of US Customers mean, ALL States, DC, ALL US Islands, ALL US Territories, ALL Armed Forces?

I'm not a US retailer so its a little less complicated. You are right in your assessment of the situation but I only need free shipping to my customers in Singapore :)

Are you using the Zone Rate zones shipping module based on Price, Item Count or Weight?

For Singapore, what shipping module is used when the order is not marked as:
Always Free Shipping YES

Hey guys... Have a similar problem.

Have UPS and USPS shipping modules installed and functioning properly.

Have "FREE SHIPPING! freeshipper" installed with a zone restriction of US Continental (created the zone and added every state except HI and AK)

Have only certain products (varying price and weight) that qualify for free shipping, so marked them as Always FREE SHIPPING in the product info.

1.) Would like customers to be able to choose one of the faster or alternative UPS or USPS shipping if they prefer however the other methods do not show of course. Also, this would mean that a 0 weight cannot be assigned to the product else the other methods won't "know" what to charge. Currently, only FREE SHIPPING! shows and other methods are not available.

2.) Using this method, the zones that are outside of the continental US show "Sorry we are not shipping to your area" at this time. I know that ONLY Free Shipping means exactly that, that it can only use the Free Shipper module, however not sure what the correct way to do this is...

3.) If items are in the order that are not FREE Shipping would need to only allow UPS Ground as an option, or somehow indicate that the item with free shipping will be ups ground but the other items can be shipped faster, or the item that has free shipping can be shipped with a faster method for the normal shipping rate.

I think this would all be easier if the free shipping options module could be used, but unfortunately, it is only specific items that get free shipping and none of them can be chosen based on weight or price.

Can anyone send me in the right direction, or point out an available mod for 1.3.x?
