Setting up user rights/permissions/ownership on my server

I have a general problem setting up right on files and directories for developers and public users on our web-server.

I have been looking at chmod and chown, but I dont know what is right/recommended. Also Im afraid to give too much rights for the public users.

Besides root I need setup for developers who have all righs in the www area. Right now I have a problems as my personal rights are limites! Some files I cannot modify and I cannot create files in certain directories.

How do I make sure that right for public users are correct.
