Fedex package installation problems

I am using 1.3.9f and just tried to install the fedex ground portion of the file. I could not find the tpl_footer.php file to modify it. Fedex does not show up under admin/modules/shipping. can you help?

Found the tpl_footer file and edited it but still no show for fedex under admin/modules/shipping?

Any help is appreciated.
