Dicount coupon TAX problem

Is there a known bug on the discount module regarding the tax?

I am using 1.3.9f version - no mods installed that has to do with tax, nor discount coupons.

When I set up a DC - 10% off, and limits it to only work on purchases > 500, I get the error: "You have to purchase for more than 500" even though I have shopped for more than 600.

I realize this has to be because of the tax, which in my shop is 25%.

The percentage (10%) is calculated just fine, as long as I shop for more than what I've limited the coupon too.

I need it so, that when I say the discount is for purchases above 500, it actually works on orders where total products = 500 or more (included taxes)

I've tried all possible solutions, and right now, I have:

Tax in admin = true (Scandinavian store, we always uses TAX in our calculations, so I want this to be true...

Can anyone help me on this?

I also have an issue with discount coupons and tax so hope this is the right place to post this.

Apologies also for the length of the post but it contains some important detail in order to recreate the problem.

Testing was done initially on a clean installation of 1.3.9f and subsequently on a clean installation of 1.3.9g. Results were the same on both.

Problem reported by my client 1st October 2010:

When making a test purchase of a download product and using a discount coupon with a value of either 100% or the same price as the product there is no download button after confirmation only a message 'NOTE: Downloads are not available until payment has been confirmed'.

Investigation and findings:

In order to remove any possible influences due to add-ins or other mods testing was done on a fresh installation of version 1.3.9f. Installation was made with demo products which were then deleted via admin.

1 test product was created with a PDF associated with it as the download.

Relevant store settings:

Country: UK
Currency: GBP

Display Prices with Tax: true
Display Prices with Tax in Admin: true

Tax Class: Taxable Goods
Zone: UK VAT
Tax Rate: 17.5%

Product details:

Product is Call for Price: No

Findings:

When entering the product price as 15 in the Product Price (Gross) field the value in the Product Price (Net) field is set to 12.766.

Saving the settings and attempting to purchase this product using either the £15 or 100% coupons results in the message 'NOTE: Downloads are not available until payment has been confirmed' even though the totals during checkout were:

Checkout Payment:

Subtotal: £15.00
Free Shipping: £0.00
UK VAT 17.5%: £2.23
Total: £15.00

Checkout confirmation (after entering coupon code):

Subtotal: £15.00
Free Shipping: £0.00
Discount Coupon: -£15.00
UK VAT 17.5% £0.00
Total: £0.00

Going back to check the product settings shows the following:

Product Price (Net): 12.7660
Product Price (Gross): 15.0001

Initial suspicions were raised by the.0001 added to the intended price of 15 so the product was re-priced at 14.999 giving:

Product Price (Net): 12.7651
Product Price (Gross): 14.999

Checking after saving showed:

Product Price (Net): 12.7651
Product Price (Gross): 14.999

The purchase process was made again using the 100% coupon.

Totals during checkout were:

Checkout Payment:

Subtotal: £15.00
Free Shipping: £0.00
UK VAT 17.5%: £2.23
Total: £15.00

Checkout confirmation (after entering coupon code):

Subtotal: £15.00
Free Shipping: £0.00
Discount Coupon: -£15.00
UK VAT 17.5% £0.00
Total: £0.00

The purchase process was successful and the download was available.

Further tests done to verify findings showed that with the product priced at:

Product Price (Net): 12.7660
Product Price (Gross): 15.0001

and the display price settings as:

Display Prices with Tax: false
Display Prices with Tax in Admin: true

the product price in the store was now shown as £12.77 whereas before it had been £15, the totals during checkout were:

Checkout Payment:

Subtotal: £12.77
Free Shipping: £0.00
UK VAT 17.5%: £2.23
Total: £15.00

Checkout confirmation (after entering coupon code):

Subtotal: £12.77
Free Shipping: £0.00
Discount Coupon: -£12.77

and the purchase process using the 100% coupon completed correctly with the download was available.

The same tests were performed this time with the following settings:

Product Price (Gross): 6.95

The purchase process showed:

Checkout Payment:

Subtotal: £6.95
Free Shipping: £0.00
UK VAT 17.5%: £1.04

Checkout confirmation (after entering coupon code - 100% coupon):

Subtotal: £6.95
Free Shipping: £0.00
Discount Coupon: -£6.95
UK VAT 17.5% £0.00
Total: £0.00

The purchase process resulted in the message 'NOTE: Downloads are not available until payment has been confirmed'.

Checking back on the product price showed:

Product Price (Net): 5.9149
Product Price (Gross): 6.95

same settings as entered and no apparent anomaly as with the price at £15.

To follow a similar testing process to the above the display price settings were set to:

Display Prices with Tax:** false**
Display Prices with Tax in Admin: true

and the purchase made again.

The purchase process showed:

Checkout Payment:

Subtotal: £5.91
Free Shipping: £0.00
UK VAT 17.5%: £1.04
Total: £6.95

Checkout confirmation (after entering coupon code - 100% coupon):

Subtotal: £5.91
Free Shipping: £0.00
Discount Coupon: -£5.91
UK VAT 17.5% £0.00
Total: £0.01

and resulted in the message 'NOTE: Downloads are not available until payment has been confirmed' clearly due to the £0.01 left over after application of the coupon.

The process was run again this time with a coupon with a value of £6.95 and returned the following:

Display Prices with Tax:** true**
Display Prices with Tax in Admin: true

Product Price (Net): 5.9149
Product Price (Gross): 6.95

The purchase process showed:

Checkout Payment:

Subtotal: £6.95
Free Shipping: £0.00

and the purchase made again.

The purchase process resulted in the message 'NOTE: Downloads are not available until payment has been confirmed' this time even though the total was £0.00 and not £0.01 as when using the 100% coupon previously.

It seems there is a problem with the way tax is calculated according the display price settings and the way this is handled when using discount coupons.

Whilst you can work around this by creating coupons that will cover the anomalies, for example 105% and, in the case of the £6.95 product, a coupon with a value of £6.96, this is not ideal and likely to cause some unexpected results and many hours testing looking for the reason.

When making a test purchase of a download product and using a discount coupon with a value of either 100% or the same price as the product there is no download button after confirmation only a message 'NOTE: Downloads are not available until payment has been confirmed'.

One thing to keep in mind when using downloadable products: The user can download the file by clicking on the link in the email confirmation that they receive or by going to their account page and viewing that order.
