"should I have CURL running?" is the wrong question.
You're confusing "CURL Proxy Status" with meaning "turn CURL on". But that's not at all what it means.
CURL is a communication service. It needs to be ON. But that's NOT in your control. That's up to your hosting company.
However, whether CURL is directed to communicate through a proxy server/service is what the setting in your Zen Cart admin controls. It was added ONLY because stupid GoDaddy hosting required it for many years. A year ago they removed the requirement to use a proxy for CURL. So, whether you use GoDaddy or not, you almost always DO NOT NEED "CURL Proxy Status" set to On, because it's not needed. Very few hosts need it anymore, and indeed any good host should never use it at all.
That's why I said in my last post that you should turn CURL Proxy off.
