[HELP] Wrong sales tax calculation

Zen Cart version: v1.3.9d
No upgrades, new store
Problem:

I implemented 7% NJ sales tax. However, My NJ customers are getting taxed more like 14-15%. Not sure what's going on. I am now in need of offering partial refunds to all NJ customer due to this problem and I have deleted the NJ tax for now.

I am attaching some of the transactions here. Please help!!!

Example 1


Sub-Total: $102.96
Shipping: $0.00
taxable goods: $7.21
Total: $117.37

Example 2


Sub-Total: $43.98
Flat Rate (Standard Shipping): $5.99
Discount Coupon: NEW15 : -$6.60
taxable goods: $2.62
Total: $49.07

Example 3


Sub-Total: $115.96
Shipping: $0.00
Discount Coupon: MISSY : -$17.39
taxable goods: $6.90
Total: $113.59

I cannot repeat this error in v1.3.9d nor v1.3.9g ...

Go to phpMyAdmin and browse your table:
tax_class

how many records are in there and what do they read?

browse your table:
tax_rates

how many records are in there and what do they read?

browse your table:
geo_zones

how many records are in there and what do they read?

browse your table:
zones_to_geo_zones

how many records are in there and what do they read?

Have you added any add ons that change your checkout in any way?
