Changing Status on Orders

I would like to change the status of Delivered(3) on orders to read Shipped(3). I've run the Developers Tool Kit to locate where the Delivered would be found , without success.
Can anyone show me the way.

You'd edit that right in Admin - Localization - Orders Status
