shipping address different from billing address

Is it possible to configure zencart to only allow shipping to billing address? I thought that all credit cards shipped only to billing address to avoid fraudulent credit card use.

The idea is that you might want me to be able to buy a gift from your site for my sister in Chicago and have it shipped directly to her.

You can limit a customer to one address by setting the first option in Admin - Configuration - Maximum Values to 1

Many people have PO Boxes to get all of their mail, but have packages sent to the home address. You don't want to loose their sales by limiting the shipping to billing addresses, and Fed Ex and UPS do not deliver to PO Boxes.

Yes I am very aware the reason why we should allow two addresses. But sending expensive merchandise to an unverified address means you lose in a chargeback scenario. My units cost 1,000.00. That's a big risk. Most recently I had someone in Nevada buy something delivered to California. That made me nervous.

I'm not aware of credit card companies that require shipment to a particular address. The only place I'm aware of that has "verified" addresses is Paypal and even they don't require shipment to that address. Their merchant protections (and I use that term loosely) only apply if the order is shipped to a verified address. Limiting shipment to a verified address can be turned on or off in your Paypal settings. I understand why you might not be comfortable shipping your product to non-verified addresses but that's a business decision and you can implement it easily with ZC settings.
