Testing PayPal Express Checkout - PayPal rejecting my CC

PayPal Express Checkout is working for me - I think-

The problem is that when I enter my credit card info it says that card cannot be used. I know these cards are good.

So my question is: how do you test checkout all the way through to product delivery if PayPal won't accept your credit card?

When entering cc details you should be at the PayPal site

If you are entering them on your site you are not using PP express for this

I am on the PayPal site.
I'm not sure why PayPal is refusing my CC. It actually took one of them once but I haven't been able to use it since.
They don't give an explanation other than "You cannot use that CC here."

I wondering what everyone else uses for testing.

My fist thought would have been the "Sandbox" is used for that purpose but I doesn't look like it to me.
