Showing double tax and funny subtotal - related issue?

New site just making the final touches. I've added 3 zones for taxes (CA, US, everywhere else) and I'm selling a book on the site. Testing for CA which has a tax rate of 5% and what I'm seeing when I setup a product is tax is being calculated at 10%?

Removed all zones, tax rate and product assignment to taxes and then added again and I'm seeing the same thing? I'm sure I've done something but I can't figure out what to check?

Also using CDN currency which is working fine....

This is what I see for checkout BUT I HAVE use 2.5% for tax rate to get the correct tax rate!!!

Any ideas on this line?

Could my database have values that I'm not seeing in the Admin panel? Suggestions on what I should look at?

Edit the Zone Definitions and see what the Zone Details are and check what you have set for the:
Country:
Zones:

and make sure that these are correctly defined for each Zone ...
