Change the sort order on the checkout_payment page

I am looking to change the order that things appear on the checkout process screen not in the actual figures.

i.e. it currently shows :

Billing Address
Your Total
Discount Coupon
Gift Certificates
Payment method
Special Instructions

I have looked at the template for checkout_payment but it seems to build the order based on an array rather than separate lines of code. Where does it get its order from?
