Shop does not apply VAT tax to products

I need the shop to apply 19% VAT on all products.

But when I enter a nett price for a product the shop automatically fills in the same price as gross price, and vice versa.

Here's my settings:

Display Prices with Tax - true
Display Prices with Tax in Admin - true
Basis of Product Tax - Shipping
Basis of Shipping Tax - Shipping
Sales Tax Display Status - 1

I have 1 tax zone called 'all'
1 tax class called 19%
1 tax rate of 19%

Tax Decimal Places: 2

Any idea what else to check?

What are the Details on the Zone Definition? :unsure:

Here are the details from the tax zone definition. I translate from German interface, not sure if it matches the original English wording.

Tax zone: all
Zone description: All the zones
Number of zones: 1
Number of tax rates: 1

Start with going to the Locations / Taxes ... Zones Definitions ... and find your Zone Definition ...

On this Zone Definition you have a DETAILS button ...

When you click the DETAILS button you should have listed the
Country:

Zone:

for this definition ...

You cannot tax the entire world ... so you would build a Zone for who you do tax ...

Are you perhaps missing these details?

I have another shop where I use the exact same zone definitions, and it works. At least i can not find any difference.

So, in 1 shop setting zones to all works already.

Both shops only allows orders from Germany, so I don't really have to care about the other countries.

Obviously I'm still missing something, but I have no idea what.

The shop that works has additionally set a second tax rate with 7%, but I can't see how that would make a difference.

What is the Priority setting on the tax for 19% ... it should be set to 1 ...

Is the 7% something you are using or just something there from the Florida tax that comes with Zen Cart?

Yes, priority is set to 1.

In Germany we have 19 and 7% VAT.

The second shop has only 19% VAT products though.

I checked that again and found that on this level I have to add 'all the zones' again. More specifically, in German: 'alle Länder' and 'alle Zonen/Bundesländer'.
