Floating Box on home page?

Hello,

Does anyone have any tips on how I can set up a box on a website's home page similar to the one that appears on this website: http://tinyurl.com/4aw3lp ? It doesn't have to have animation, and it doesn't need to be a signup box... it could merely contain some verbiage and a link pointing to the account setup or newsletter signup page.

Admin > tools > define page editor > from drop box select main_page.php

I might not have been clear in what I was asking, or the example may not have loaded up correctly. What I want is a box that floats above the content of the page, possibly even graying-out the actual page itself. they box would prompt the user to sign up before proceeding, and also give them the option to close the box and return to the page content.

It should automatically appear when you load the home page of the example website. If it isn't loading, it might be blocked by your pop-up blocker or something of that nature.
