I am new to zen cart. Can zen cart be used just for submitting a quote? Our type of business wholesale shipping is always a challenge. Many variations of prices, etc, with different customers. Any help appreciated..

basically a cart without prices. I am not sure exactly what I want, be nice to see some examples.

just starting looking at the template. I have no - noprices template showing to select from to overwrite. Does that mean when I ftp'ed the two folders permissions were not set right to overwrite?

Hard to say. did you drop the 'includes' folder from the template to the root (top) directory of your store, and not the templates directory ?
If the folders and files are uploaded to the right place, you will have the noprices option in Admin - Tools - Template Selection.

I ftp the folder and copied right over the old "includes" & "email" folder. over-written the old folder.

And is there a 'noprices' folder in includes/templates ?

nope it is not there, just looked in file mananger
/public_html/zencart/includes/templates/ classic and template_default..
I dont work on websites all the time, might take a bit to refresh my memory.. might remove it and start over.. I am just testing it..

Then you didn't drop the includes folder from my template to the root of your site. Try that and see what happens.
