How do I set up this shipping cost arrangement?

Hello ive installed an webshop and we are planning to sell to the whole world and provide shipping to the whole world..

But i've got a problem for that. I want to use the cheapest way to ship the products. So this is what i want to do.

A fixed shipping cost up to 10KG, and if the shippment weigh over 10kg i want dubble the shipping cost.

is that possible and how do i do that?

if not. Is it possible to set a fixed shipping cost per product?
So if one product's shipping cost will be 1 $ then i want to buy 10 products of the same type the shipping cost will be 10$

is that possible 2?

I've read that tutorial about 100 times now and i think im getting a hang of it now. BUT now i've getting this message

"No shipping available to the selected country" .
