Newsletter Preview and Sent not in HTML

hello.. i have reviewed the threads and made the changes but im still hitting a roadblock.

When creating a newsletter, how do i set the PREVIEW to show up as HTML? Right now im just getting code... and its the same thing that is being sent out in the newsletter email..
