PayPal Express/Pro 10413 bugfix

I see that one of the bugfixes is the:

BUGSFORUM-1459 - Fix PayPal Express/Pro 10413 problem caused by rounding error with shipping taxes

Can anyone recommend the patch for 1.3.3a that takes care of this bugfix alone?

Is that a fix that was done in 1.3.9?

All the fixes for 1.3.8 were done in 1.3.9a.
Additional fixes have been done since in subsquent minor updates of v1.3.9.
Using the latest version will give you the latest bugfix benefits.
Attempting to backport 1.3.9 code overtop of v1.3.8a is highly discouraged.

I do not want to upgrade to 1.3.9 right now. Is there a fix for 1.3.8a?
