Tax calculating incorrectly when discount coupon has restrictions

Sales tax is calculated incorrectly when discount coupon has Product/Category Restrictions.

Here is an example of the incorrect tax calculation. The coupon is for 4.69 and is only allowed for a one product. The correct StateTax should be $4.1855 not $3.44 ((65.57-4.69)*.06875).

Subtotal: $65.57
Delivery: $2.99
Discount: -$4.69
State Tax: $3.44
Local Tax: $0.75
Total: $68.06
