A shop with or without vat, how do you do

How do you deal with customers from different countries. should i have the shop with vat or without.
As it is now i have the shop without vat it is later aded in the cart if the user or company should pay it. But when they view the shop it's wrong for the user

In terms of VAT charging it should only be charged if your VAT registered and only to customers within the EU.

In terms of display its a personal choice as a retail customer I see ot half displayed as incl VAT and other half as excl VAT. Most people I think expect VAT to be added at the checkout.

I use the Display Prices Incl/Ex VAT Mod. That way you have both.
