Package Tare Small to Medium

Can anyone explain to me How the ratio works?

All my items will be under 3 pounds and put into 1-2 pound box.

Example: 10% + 1lb 10:1
10% + 0lbs 10:0
0% + 5lbs 0:5
0% + 0lbs 0:0

I get the pounds part, but what is the percentage for?

That would add in a percentage of the weight such as using: 10:0 would add in 10% more weight to the order ...
