International shipping rates stopped working
Shipping within the US works fine. On checkout, you get the nice rate table. In the last week, customers outside the US are complaining that no shipping rates are listed.
USPS-
We are unable to find a USPS shipping quote suitable for your mailing address and the shipping methods we typically use.

The package isn't heavy, less than one pound, so that's not the problem. I tried a few different known addresses in different countries as a test, and they all have the same problem.
The store is using Zen Cart 1.3.8a with the included shipping modules. I tried to uninstall and reinstall the shipping modules but that didn't solve the problem. Would the best idea be to just upgrade to the latest Zencart and reinstall all the shipping modules?
