go to checkout button missing

Hi,
I'm using the latest release, v1.3.9h.
Everything seems to work properly except in the shopping cart the "go to checkout" button is missing.

Does anyone have any ideas on how to correct this?

Enter an item into the shopping cart, and the "go to checkout' button should appear above the "PayPal" button, but it doesn't
