Paypal checkout error

HI,
My paypal express checkout is not working and I am receiving this error in my e-mail;

(5) Couldn't resolve proxy
'Production.ShippingAPIs.com/ShippingAPI.dll'

I Can not process orders. Suggestions?

Hi, May have found it, Found that line in my cURL proxy box. Removed it will see if that helps. For some reason my add to cart buttons are not working also. ????

In more investigation I find the buttons are not working in IE. It works fine using Firefox.
